I have mentioned before there will be another Kamen Rider W Movie coming mid 2011 entitled - Kamen Rider W Returns which will be divided into two stories. The first will be a spin-off after the A-Z Gaia Memories of Fate wherein newly wed Terui Ryu and Narumi Akiko(yes they where married) and the other is a back story of the dead mercenary Katsumi Daido and how he founded the terrorist group NEVER and how he became Kamen Rider Eternal. Eternal's story may answer your question how and why he assembled the terrorist group, which is kind of shady when he was introduced in A-Z movie.
Accel's story is set after Kamen Rider Kamen Rider x Kamen Rider OOO & W feat. Skull: Movie War Core where we've seen both Terui and Akiko was getting married. I mentioned this synopsis before and spilled that Terui will acquire his own Gaia Memory Enhancement Adapter to become Accel Booster.
